We saw it happen for the first time back in November or December.  Office is also in the process of changing labels on BCs to Father/Parent and Mother/Parent.  However, this does not alleviate the need for parents to terminate the parental rights of the other biological parent (donor).  &lt;br /&gt;&lt;br /&gt;With respect to having the second parent adoption after the BC is issued, I do not believe it is required.  The Federal Government accepts the BCs to issue social security cards and passports.
